What is behind the new football league in Bulgaria?
The Bulgarian Football Union is organizing a new football league to replace the old format. It would not be something unusual because the local football federation often do that, changing the number of the teams and the games played between each of them. What is shocking now is the rapid introduction of new rules and system and the reasons behind that.
Firstly, the governing body of Bulgarian football has decided to introduce a new system for the year 2016-2017 and has implemented it in less than two months. According to the old rules, the football league should be consisting of 10 teams playing four times against each other. In the last two months the football union has decided that the current format is not attractive and does not provide the expected quality. Literary in few weeks they have decided and accepted the new system for the championship starting in July (!!!) pushing some teams to make changes about the cost of their season tickets.
Secondly, the reason announced for those changes is very ambiguous and unclear. It was claimed that a championship with 14 teams will improve the quality and will make the league more competitive. This might be true in general, but the previous time the league had consisted of 14 teams, the last one could not provide the funds to finish it. Adding to that, the Union explained that only teams with the required infrastructure will be let to play in, improving in that way the playing conditions. Unfortunately, this is not the case because many of the teams (Botev, Slavia, Lokomotiv GO, Cherno More, Dunav, CSKA - Sofia) allowed to play do not cover some or all of the requirements and will play at other teams' stadiums. Also unclear is how the 8th and 12th from the second division will play in the new league, but not the 2nd, breaking all the norms of the UEFA for sport advantage.
The real reason for those changes is the team of CSKA – Sofia. It went into administration in 2015, but instead of playing next season in the lowest 4th division it was allowed with the governmental help to start from the 3rd division. During that year no attempts were made for the improvement of the financial situation and in many cases the informal chairman Grisha Ganchev overstepped the governmental administrator decreasing the income of the club. Being unwilling to clear the dept (approximately 20 mln. Euros), the chairman has changed his strategy using his other team Litex Lovech (now owned by his son). This team has been disqualified from the top division after leaving the pitch during the game with Levski Sofia in December and has been punished to play the next season in the second division. To avoid that Ganchev used influence and pressure and pushed the Bulgarian Football Union to announce the new league for the sole reason of Litex been able to play in the top division and avoid the disqualification. The Union did not hesitate to grant that creating the new league under the pressure from the Bulgarian Prime Miniter Boyko Borisov and the Minister of Youth and Sports - Krasen Kralev. At that time the team of Litex change his name to CSKA, shirts color from orange to red (the original color of CSKA) and its location from Lovech to Sofia (the home city of CSKA).
Introducing the new league and fulfilling the wishes of one person, the Bulgarian Football Union has broke some vital rules of the UEFA. It has allowed a team to change its location from one administrative area to another. The new division is not formed on sport advantage, but rather random selection. Also controversial is the involvement of the government, the Prime Minister and another minister (publicly recognised by the CSKA) which is strictly forbidden by both the FIFA and the UEFA. The re-emergence of CSKA and avoiding the lawful way for teams is such situation will have terrible consequences. Tens of players and companies will not be able to take all or part of the money they are owned for playing for the club or providing services. The whole business with the creation of the new football league in Bulgaria comes to few points. Avoiding the dept especially to players who won their cases against the club and a PR for the Prime Minister boosting his popularity amongst the supporters of CSKA. By doing that they abandon all the rules and regulations of the Union itself and the international organizations governing the football leagues. The last hope stays with the UEFA, which can start an independent investigation and stops all injustices attempted and already formalized by the Bulgarian Football Union.
