To Whom It May Concern,

My name is _________ __________ and I am a football fan from Bulgaria. The purpose of this letter is to inform you about an infringement which is being committed by the Bulgarian Football Union with the support of the Bulgarian Ministry of Youth and Sport and the Prime Minister of the country – Boyko Borisov.

I am writing to you because Bulgaria is a member state of the Union of European Football Associations and UEFA, as the supreme administrative body when it comes to terms of European football, would be able to take the necessary measures to prevent any illegal and immoral actions. I truly believe that you would be willing to initiate an investigation on the matter and resolve the problem in the best interest of fair play and established laws. In the attached appendices I am going to outline and explain the events which have begun in June 2015 (please note that some of the events are not in chronological order) and which lead to the current infringement. Furthermore, I am going to explain which regulations and statutes of BFU and UEFA are being violated by the aforementioned parties. Everything written in the appendices is authentic and can be easily verified.

Brief description of what information each appendix contains:
Appendix A – The illegal actions taken by the current Board of Directors of “PFC CSKA Sofia” since June 2015. The aim of those actions was to liquidate the football club and to fraudulently injure the creditors.

Appendix B – The events surrounding “PFC Litex Lovech” which has been renamed to “FC CSKA Sofia 1948”. The location of the club’s headquarters was moved from Lovech to Sofia. Also, the club’s logo was changed.

Appendix C – The immoral and illegal involvement of the Bulgarian Football Union, the Ministry of Youth and Sport and the Prime Minister of Bulgaria. A newly-formed professional division, which takes the place of the “A Football Group”, granted permission to few teams which hadn’t earned promotion by football means to compete in it.

To sum up, there have been multiple infringements committed by the different parties and no legal action was taken against them by the Bulgarian Judicial System. The fraud involved the media, the Bulgarian Football Union and the Bulgarian Government. Considering this I believe that UEFA is the last resort I can turn to. I hope that you will pay immediate attention to the issue. If you need any further information or assistance, do not hesitate to contact me.

APPENDIX A

THE ACTIONS OF THE BOARD OF DIRECTORS OF “PFC CSKA SOFIA” SINCE JUNE 2015

In June of 2015 “PFC CSKA Sofia” bankrupted and as result were denied a licence to continue participating in the top division of the Bulgarian professional football – “A Football Group” due to their inability to pay off their debt officially announced to be 24 million euros.

“PFC CSKA Sofia” were sent to play in the amateur divisions of the Bulgarian football but were allowed to compete in the second lowest division – “South-West V Amateur Football Group” instead of the lowest division – “A Regional Football Group”.

The club was unofficially acquired by Grisha Ganchev - the long-time ex-owner of “PFC Litex Lovech”, a team which was competing in the “A Football Group” by the time. Since then the son of Grisha Ganchev - Danail Ganchev is the owner of “PFC Litex Lovech”. “PFC CSKA Sofia” is unofficially acquired simply because the name of Grisha Ganchev is not displayed in the Commercial Register of the Ministry of Justice of Bulgaria but he was the person who paid the players’ wages and the club’s expenses.

The players of “PFC CSKA Sofia” were under contract with Ganchev’s company – “Litex Commerce”, were paid high salaries and were, in practice, professional football players.

As the club entered into administration, a bankruptcy trustee named Dora Mileva was assigned by the Sofia City Court creditors to run the club’s affairs while investigating the club’s financial problems. During her time at the club she publicly announced the following actions made by the board of director:

[*]They would take financial decisions behind her back which is illegal according to the Bulgarian laws;

Decline a sponsorship deal worth 30,000 Bulgarian leva per month from “EFbet” (Eurofootball Limited EFbet.com);

Accept a sponsorship deal from Ganchev’s company “Petrol AD” worth 800 Bulgarian leva per month;

For the second leg of the semi-final for the Bulgarian Cup tournament against “PFC Beroe Stara Zagora” when the stadium was expected to sell out, they priced the tickets at 1 Bulgarian lev, therefore missing the opportunity of a great profit.

Declined her access to important accounting documents which is illegal according to the Bulgarian laws.

Destroyed a large number of documents which is illegal according to the Bulgarian laws.
